
El Salvador has received an invitation to consider joining the board of the Conferencia de Ministros de Justicia de los Países Iberoamericanos (COMJIB), in recognition of the country’s progress in public security and institutional strengthening.
The announcement was made during a meeting in Madrid, Spain, between Vice President Félix Ulloa and COMJIB secretary general Enrique Gil Botero.
Legal security as a strategic focus
During the meeting, Vice President Ulloa outlined the progress made in the country to modernize the legal framework and consolidate legal security, noting that these actions are part of President Nayib Bukele’s second-term strategy.
As he explained, strengthening the justice system and updating regulations aim to create a reliable environment for foreign investment, especially in sectors such as tourism, renewable energy, innovation, and construction. These sectors, he indicated, benefit from tax incentives and regulatory conditions designed to position El Salvador as a competitive destination in the region.
Furthermore, the Vice President expressed interest in having COMJIB support the country in promoting regional dialogue forums that facilitate the exchange of experiences and strengthen cooperation in justice and legal security.
Invitation to join the regional leadership

The Secretary General of COMJIB highlighted the collaboration among salvadoran institutions in the justice and public security sectors, noting that the country has become a regional leader in the fight against organized crime.
In this context, he raised the possibility of El Salvador considering applying to serve on the Deputy Secretariat or the Delegated Commission of COMJIB for the 2027–2031 term. He also suggested considering the country as a venue for the future Plenary Assembly of the organization.
Additionally, he announced the creation of a new line of work focused on legal security, in which El Salvador could assume a regional leadership role.
International projection
This rapprochement opens the door to greater participation for the country in Ibero-American bodies related to justice and institutional cooperation. Should a candidacy materialize, El Salvador would expand its presence in decision-making within COMJIB, strengthening its international standing in matters of security, governance, and legal development.
The meeting in Madrid thus consolidates a new space for dialogue between El Salvador and Ibero-American countries, with the aim of deepening cooperation and sharing experiences in modernizing justice systems.
