
The Legislative Assembly of El Salvador ratified, with 59 votes, a US$135 million loan agreement to finance the Programa de Infraestructura Vial y Movilidad Urbana (PIVMU) Phase I, an initiative aimed at improving connectivity and mobility in the Área Metropolitana de San Salvador (AMSS). The funds come from the Central American Bank for Economic Integration (CABEI) and will allow for the execution of various road projects at strategic points in the capital.
The financing agreement was signed on february 27, 2026, between the salvadoran government and CABEI. According to Article 148 of the Constitution of the Republic, this type of international agreement requires ratification by the Legislative Assembly to take effect.
The Programa de Infraestructura Vial y Movilidad Urbana (PIVMU)includes a series of projects aimed at reducing traffic congestion and improving connectivity in key sectors of the Área Metropolitana de San Salvador (AMSS). as well as strengthening road infrastructure to facilitate the movement of people and goods.
Among the planned works is the widening of a road in Nuevo Cuscatlán, along an approximately 2.5-kilometer stretch, where additional lanes will be added to improve traffic flow. The project will also include the construction of a median and a bike path, as well as the installation of lighting, road signs, and landscaping improvements.

Another project will be carried out at the Árbol de la Paz overpass, located on Los Próceres Boulevard, where the existing infrastructure will be expanded and the lighting and signage systems will be modernized. The plan also includes work on the “Hermano Bienvenido a casa ” overpass, where improvements will be made to the lighting and an underpass will be built at the intersection with the Comalapa highway, with an approximate length of 160 meters.
The program also includes hydraulic works on Los Próceres Boulevard and 49th Avenue South, where a stormwater collector will be built to increase drainage capacity and reduce the risk of flooding in the area.

In addition, the construction of new overpasses is planned at strategic intersections, including the one located between the old road to Huizúcar and Las Amapolas Avenue, where a bridge of approximately 284 meters in a south-north direction is planned over the Peace Tree area.
Similarly, interventions are planned at the intersection of Constitución Boulevard and Zacamil Street, as well as works in nearby areas such as La Gloria, with the aim of improving traffic flow on one of the busiest road corridors in the San Salvador Metropolitan Area.
With the ratification of the loan, the Government will be able to move forward with the implementation of PIVMU – Phase I, a program that seeks to modernize the road infrastructure of the San Salvador Metropolitan Area, improve travel times, and strengthen urban mobility in the country’s main economic zone.
