The Finance and Special Budget Committee issued a favorable opinion to ratify a US$135 million loan agreement signed between the Government of El Salvador and the Central American Bank for Economic Integration (CABEI). These funds would be allocated to the Programa de Infraestructura Vial y Movilidad Urbana (PIVMU) – Phase I. The proposal will be put to a vote at the next plenary session of the Legislative Assembly of El Salvador, where the representatives will decide whether to ratify the financing.
The project aims to carry out a series of strategic works to improve mobility in the San Salvador Metropolitan Area, including interventions at high-traffic intersections such as the Peace Tree, Los Próceres Boulevard, the Hermano Bienvenido a Casa overpass, 49th Avenue South, Constitución Boulevard, and sections of the highway leading to the airport.
To explain the scope of the proposal, the committee met with Marlón Herrera, Director of Investment and Public Credit at the Ministry of Finance of El Salvador, who detailed that the loan agreement was signed on february 27, 2026. He explained that the purpose of the ruling is to ratify this agreement in accordance with Article 148 of the Constitution of the Republic.
Herrera indicated that the program aims to improve urban mobility in the capital, as well as stimulate investment and strengthen the country’s competitiveness. He also stated that the works would address the problems stemming from the high concentration of vehicular traffic in the San Salvador Metropolitan Area.
The official said that the main beneficiaries would be drivers and users who travel daily on the affected roads, as it is expected to reduce travel times, lower transportation operating costs, and decrease fuel consumption. Furthermore, it is anticipated that road connectivity will be improved in various sectors of the capital. Representative William Soriano noted that this program will be complemented by other mobility projects promoted by the Government, such as the San Salvador Metrocable, which seeks to turn Zacamil into a strategic connectivity point.
Soriano affirmed that there is an institutional commitment to ensure that these initiatives are properly implemented and completed, to generate a positive impact on urban mobility. “Less time in traffic means more time with family, more rest, and less physical strain”, he stated, referring to the benefits the works would have for the population.
Planned works
The project includes five main components aimed at improving road infrastructure and drainage in strategic areas of the capital and its surroundings.
The first component includes the widening of a road in Nuevo Cuscatlán, along a stretch of approximately 2.5 kilometers. New traffic lanes, a central median, and a bike path will be added in this area, in addition to complementary works such as lighting, road signage, and landscaping improvements.
The second component includes interventions in the Los Próceres Boulevard area, specifically at the Árbol de la Paz overpass, where the existing infrastructure will be expanded and the lighting and signage systems will be modernized to improve traffic flow. The third intervention will take place at the Hermano Bienvenido a Casa overpass, where new lighting will be installed and an underpass will be built at the intersection with the Comalapa Highway. This section will be approximately 160 meters long.
The fourth focus is on hydraulic works on Los Próceres Boulevard and 49th Avenue South, where a new stormwater collector will be constructed to increase drainage capacity and reduce the risk of flooding in the area, due to urban growth in recent years.
Finally, the project includes the construction of new overpasses at strategic points. One of these will be located at the intersection of the old road to Huizúcar and Las Amapolas Avenue, where a bridge of approximately 284 meters is planned over the area of the Peace Tree.
Another similar project is planned for the intersection of Constitución Boulevard and Zacamil Street, in addition to complementary interventions in nearby areas such as La Gloria.
The ratification of the US$135 million loan will be analyzed by the full legislature at the next plenary session, where the representatives will decide whether to approve the financing for these road infrastructure projects.
