
The Consejo Superior del Trabajo (CST) closed out 2025 with the signing of a declaration establishing the roadmap for social dialogue and labor priorities for 2026. This act consolidates the tripartite commitment between the government, employers, and workers to strengthen labor stability and the country’s economic development.
The declaration, signed publicly and transparently, establishes as its central pillars the formalization of employment, the creation of decent work, the strengthening of labor inspections, freedom of association, and collective bargaining—all considered key to improving working conditions and promoting sustainable economic growth.

The document also acknowledges that the progress achieved during 2025 is the result of coordinated work among the three sectors, with a decisive contribution from the productive sector and the consensus reached in the tripartite technical commissions, which are becoming essential spaces for developing regulatory and public policy proposals.
Under the chairmanship of the minister of Labor, Rolando Castro, the CST emphasized that the declaration for 2026 seeks to continue social dialogue as a central tool for decision-making, conflict prevention, and the promotion of labor peace, for the benefit of salvadoran families.

The session in which the agreement was signed marked the close of the Council’s annual calendar and laid the groundwork for a labor agenda focused on employment, productivity, and competitiveness, reaffirming tripartite dialogue as a strategic component of the country’s development.
