
With 57 votes, the Legislative Assembly of El Salvador approved a loan agreement with the Corporación Andina de Fomento (CAF) for up to US$75 million to finance the second phase of the Doctor SV medical application, a telemedicine platform that, according to official data, has benefited 4.5 million salvadorans since its launch.
The decision was made during the 98th plenary session, where the deputies supported the continuation of the project as part of the efforts to strengthen the public health system. The funds will allow for the expansion and consolidation of the Telemedicine Platform, guaranteeing its sustainability and nationwide reach.
Impact of the first phase.
Doctor SV began operations on november 14, 2025. Since then, approximately 4.5 million people have used the application as an alternative to in-person consultations at health centers, which has helped to reduce hospital congestion and optimize resources.
The platform incorporates digital technology and artificial intelligence to support medical professionals in remote care. It allows for real-time consultations, issuance of electronic prescriptions, laboratory orders, and coordination for medication delivery to partner pharmacies. It is available to users of all ages and aims to expand healthcare coverage throughout the country.

For its initial implementation, the legislature had already authorized the allocation of US$11,097,000 to the Ministry of Health in november 2025, from a previous US$77 million loan with the CAF signed in 2023. These funds were used for cloud storage, expanded connectivity, technical consulting, acquisition of computer equipment, and external audits.
Second phase: decentralization of medications
The new phase includes the installation of 400 medication dispensing kiosks at strategic, densely populated locations. The goal is to facilitate access to prescribed treatments through the app, reducing wait times and travel.
According to the presentation at the plenary session, this expansion aims to consolidate a hybrid care model that combines digital consultations with decentralized physical medication delivery, strengthening the operational efficiency of the public health system.

The president of the Legislative Assembly, Ernesto Castro, stated that the project prioritizes the population with the fewest resources and highlighted the majority support it received in the vote.
With this approval, the Government is moving forward with expanding its telemedicine strategy, relying on digital tools to broaden coverage, improve response times, and modernize health services in El Salvador.
