
The Comisión Ejecutiva Hidroeléctrica del Río Lempa (CEL) is carrying out a comprehensive program of mitigation and preventive maintenance works on roads in the districts of Carolina, San Antonio, and San Luis de La Reina, in the department of San Miguel, with the aim of strengthening rural connectivity and ensuring safe transit year-round.
The works include road shaping and compaction, construction of ditches and culverts, as well as improvements to more than 32 kilometers of perimeter roads near the reservoir of the 3 de Febrero Hydroelectric Plant. These actions seek to improve mobility for communities located in influence of the energy project and reduce risks associated with the rainy season.

According to CEL, more than 20,000 people directly benefit from these projects, which facilitate access to services, productive activities, and daily commutes. The project also contributes to local development by strengthening secondary road infrastructure in rural areas historically affected by access limitations.

The works continue to progress steadily, with the goal of ensuring more stable and functional roads for communities in the eastern part of the country.
