The deputies of the Legislative Assembly continue working to guarantee decent and quality health services for all salvadorans. During the 64th plenary session, important budgetary reforms were approved to improve infrastructure and medical attention in the country, as well as to promote technological innovation and the welfare of the teachers’ sector.

With 60 votes in favor, the General Budget Law 2025 was amended to allocate US$500,000 to the Ministry of Health. This financial reinforcement will allow progress in the Proyecto de Mejora de la Atención en Salud en El Salvador (PROMAS), benefiting 3.8 million users of the public network with the renovation of 60 health units, 30 clinical laboratories, and improvements in three priority hospitals and the National Center for Palliative Care.
Deputy David Cupido pointed out that the reform will strengthen emergency care and the operational capacities of the Unidades Comunitarias de Salud Familiar (UCSF) and the national hospital network. He also highlighted that the Integrated Health System (SIS) will provide more agile and efficient attention to the salvadoran population.

At the same session, with 55 votes, a loan agreement for US$75 million was ratified between the Government and the Gobierno y la Corporación Andina de Fomento (CAF), for the Sector Program to Support Comprehensive Management for Quality Health. The funds will be used to improve infrastructure, strengthen preventive, maternal, child, and chronic health, train medical personnel, expand digital health, and strengthen the Sistema de Emergencias Médicas (SEM).
US$549,419 was also approved to continue the construction of the Dialytic Therapy and Predialysis Center in San Miguel, benefiting 27,000 teachers in the eastern region. “Now our teachers will not have to travel eight hours to San Salvador to receive this treatment”, said Congressman Caleb Navarro, highlighting the direct impact on the quality of life of teachers.

In addition, with 57 votes, an allocation of US$9 million was authorized for the Secretariat of Innovation for the development of a modern data infrastructure center. This initiative seeks to improve the efficiency of public services, strengthen digital security, promote technological innovation, and strengthen institutional transparency.
