The Legislative Assembly’s Finance Committee has taken a crucial step by approving the second phase of a US$71.8 million loan. This significant amount is earmarked for the project “Construction of the Chilama River wastewater treatment plant and expansion of the sanitary sewer system in the district and department of La Libertad”, marking a considerable investment in infrastructure and environmental sustainability for the region.

The main purpose of the loan agreement, signed in may 2025 with Deutsche Bank, S.A.E.U., is to modernize the sanitation system in the urban area of Puerto de La Libertad. It also seeks to finance the construction of a new sewerage network to collect wastewater from various areas, using a comprehensive system of collectors and pumping stations to direct it to a wastewater treatment plant located on the Chilama River. This measure is vital to mitigate pollution and protect local ecosystems.
Marlon Herrera, General Director of Investment and Public Credit of the Ministry of Finance, emphasized the importance of this initiative. According to his statements, the project will optimize wastewater management in La Libertad, contributing decisively to the reduction of environmental contamination in the area’s rivers, especially the Chilama River.

In addition, this action is expected to have a direct positive impact on the quality of life of the department’s residents, promoting a healthier environment.
The scope of the project is considerable, projected to benefit approximately eight thousand families in the district of La Libertad and surrounding areas. Through the construction of water resource sustainability in the Las Chilamas area, the project seeks to guarantee the availability and quality of water, an essential element for development. This investment is expected to boost tourism in the region by improving the natural environment and sanitary conditions.
