The Legislative Assembly authorized, with 57 votes, the transfer of 50 vehicles from the Dirección Nacional de Obras Municipales (DOM) to Constructora El Salvador, S.A. de C.V. The aim is to strengthen the state-owned company’s operational capacity to execute construction projects and expand its participation in public works both domestically and abroad.
The fleet consists primarily of heavy trucks, providing the construction company with greater resources for its operations. With these vehicles, the company will be able to increase its work capacity, undertake larger-scale projects, and bid for contracts in both El Salvador and foreign markets.
Legislative Assembly President Ernesto Castro explained that Constructora El Salvador is state-owned and was created to carry out projects on a national scale. According to the official, profits generated by the company will be used to fund new projects for the public’s benefit, rather than ending up in the hands of private companies.
Castro noted that the transfer is part of measures aimed at driving the country’s development and expanding the execution of public works. In this context, bolstering the company’s resources seeks to facilitate its participation in more construction and infrastructure projects.
Meanwhile, Deputy Elisa Rosales indicated that the measure is legally supported by Article 4 of the DOM Law. This provision empowers the institution to donate, lend, or transfer assets, under bailment agreements, to companies in which it holds an equity stake, such as Constructora El Salvador. These mechanisms allow for various forms of transferring or utilizing institutional resources, as appropriate.
Constructora El Salvador was established on april 26, 2023, after the Legislative Assembly approved an amendment to the DOM Law allowing the institution to form companies dedicated to developing projects of public interest and conducting commercial activities. The DOM is the majority shareholder of the company, whose purpose is to carry out construction and infrastructure projects to contribute to the development of municipalities and the well-being of the population.
Projects undertaken by both institutions include the modernization of sidewalks and the removal of electrical and communications cables along El Hipódromo Boulevard, as well as the reconstruction of educational infrastructure and other infrastructure projects in San Salvador. These interventions are part of broader efforts focused on the construction and restoration of spaces and facilities throughout the country.
Through the transfer of these 50 vehicles, Constructora El Salvador aims to strengthen its operational resources to expand its participation in future projects. As noted during the approval process, the revenue and profits generated by the company will help fund new public works, with the goal of increasing investment in infrastructure for the benefit of the salvadoran population.
