The Legislative Assembly approved an amendment to the 2026 Budget Law to allocate US$46.1 million to the Ministry of Health, funds that will enable the continuation of the second phase of the Doctor SV program, including the installation of 400 medication dispensing kiosks to facilitate patients’ access to their treatments.
The initiative was approved by a vote of 57 in favor and will be financed with funds from a loan of up to US$75 million granted by the Corporación Andina de Fomento (CAF), which was previously approved by the Legislature in april 2026.
One of the main objectives of this new phase is to bring medications closer to the public through the implementation of 400 dispensing kiosks, where patients will be able to pick up their treatments more quickly after receiving medical care through the Doctor SV platform. This measure aims to reduce waiting times and improve treatment continuity.

The funds will also be used to cover the costs of laboratory tests, X-rays, and patient monitoring to ensure patients keep their medical appointments and pick up their medications on time, thereby strengthening the comprehensive care provided by the program.
In addition, part of the resources will be allocated to the technological development of Doctor SV, including software enhancements, the acquisition of specialized licenses, data storage in the government cloud, SMS messaging services for telemedicine, and the hiring of specialized staff to support the platform.

Doctor SV, operated by the Hospital Nacional El Salvador, was created to expand access to health services through online medical consultations with specialized staff. With the implementation of its second phase, the program also incorporated care for chronic diseases, increasing its capacity from 18,000 to 30,000 consultations per day 67% increase.
With the introduction of the new dispensing kiosks, authorities aim to facilitate access to medications and bring health services closer to more salvadorans, relying on technological tools to make medical care in the public system more efficient.
