The Finance Committee issued a favorable report to amend the 2026 Budget Law, allowing the Ministerio de Obras Públicas y de Transporte (MOPT) to incorporate US$2,235,021 to fund improvement works on tertiary roads in the department of Cabañas.
The funds, derived from external loans, will enable an investment project aimed at improving rural road infrastructure conditions and facilitating travel for those using these roads. Marlon Herrera, Director General of Public Investment and Credit at the Ministry of Finance, explained the details of the initiative to the lawmakers.
The project entails work on 14 kilometers of tertiary roads, including improvements to the road surface and paving operations. Drainage works and the construction of pedestrian access points will also be carried out as part of the planned interventions.
The works will cover sections located at the El Zapote junction, the La Danta hamlet, the area near the puente Integración on the border with Honduras, and certain sectors of the Victoria municipality. These efforts aim to improve rural road conditions in the areas covered by the project.
According to information presented to the committee, the intervention will improve infrastructure used by residents and travelers in these parts of Cabañas, particularly on roads requiring paving, drainage, and upgrades to facilitate movement.
US$2,235,021 to be added to the MOPT budget is part of previously secured external financing. Herrera explained that the funds come from a US$30 million loan signed in 2018 with the Instituto de Crédito Oficial (ICO) of the Kingdom of Spain.
This financing has enabled the government to carry out the Programa de Caminos Rurales Progresivos y Mejoramiento de Caminos a Nivel Nacional. In this instance, the funds will be incorporated into the MOPT budget to carry out the roadworks included in the Cabañas project.
Herrera noted that incorporating these funds will enable the MOPT to execute the planned works and complete the financing arrangement with the ICO. The budget modification must proceed through the appropriate legislative process so that the resources can be utilized for the road project.
