The Technology, Tourism and Investment Commission of the Legislative Assembly issued a favorable opinion for the creation of the General Law of Metallic Mining, which seeks to promote the economic development of the country by regulating the extraction of metals. The project, presented by the Executive Branch, will be submitted to vote in the legislative plenary.
The proposal establishes the regulation of activities such as exploration, extraction and processing of minerals, with the objective of guaranteeing environmental sustainability through the use of clean technologies, circular economy and environmental compensation. If approved, this regulation would repeal the Law for the Prohibition of Metallic Mining, in force since 2017, and would allow the State to lead such activities.
Daniel Álvarez, general director of energy, hydrocarbons and mines, highlighted that the law contemplates the restoration of damaged mining areas, the protection of natural areas and the improvement of the quality of life in communities near the projects. He also assured that urban zones and areas with water recharge will not be affected.
Legislator William Soriano pointed out that this law will make it possible to finance infrastructure projects, improve living conditions and create economic development poles. He also pointed out that countries such as Costa Rica carry out responsible mining exploitation, serving as an example for El Salvador.
The General Directorate of Energy, Hydrocarbons and Mines will be the authority in charge of supervising mining activities, while the Ministry of the Environment and the Salvadoran Water Authority will guarantee compliance with environmental regulations.
If approved, the law will mark a significant change in the country’s mining policy, promoting sustainable extraction and economic development, with an emphasis on protecting the environment and the quality of life of affected communities.
