
The Finance and Special Budget Committee of the Legislative Assembly began its 64th regular meeting this Monday, September 8, 2025, focusing the day on the discussion of new legislative initiatives and budget reforms presented by both the Ministry of Economy and the Ministry of Finance.
Creation of a fund for digital transformation
One of the main points discussed was the acceptance of the initiative to create the Ministry of Economy’s Special Activities Fund for the Provision of Technology Services in Digital Transformation. This proposal seeks to strengthen business competitiveness through digital and technological services, managed and regulated by the Ministry of Economy, with the support and authorization of the Ministry of Finance to determine prices and conditions of the services.

Reforms to the 2025 Budget Law
The agenda also included discussion of several reforms to the 2025 Budget Law, aimed at incorporating significant funding for various state projects:
Incorporation of $680,756,151.54 for public works and projects at the Education Complex, among other key allocations.

Allocation of $1,750,975.95 to the Dirección General de Desarrollo Territorial y Proyectos Estratégicos.
Allocation of an additional $80,000,000.00 to the Fondo de Inversión Nacional en Electricidad y Telefonía (FINET).

During the meeting, representatives from the Ministry of Economy and the Ministry of Finance were called to justify and detail the benefits and scope of these reforms, emphasizing the government’s focus on productive innovation, digital transformation, and the optimization of public spending.

These actions reflect the Executive Branch and the Assembly’s commitment to modernization and efficiency in public management, seeking both to strengthen business competitiveness and to properly allocate and optimize state budgetary resources.
