The Legislative Assembly approved a reform to the 2025 budget to transfer US$12 million from the Ministry of Finance to the Ministry of Justice and Security. With 57 votes in favor, these funds will be used for the State Cybersecurity Agency (ACE), which will operate as the main national institution responsible for ensuring the country’s digital security.

The ACE was created on november 12, 2024, with the objective of protecting digital information, including personal data that citizens provide to public and private institutions. Its operational framework is based on the National Cybersecurity and Information Security Policy, a key instrument for ensuring the protection of information in cyberspace.

According to the budget reform, US$714,410 will be used for the entity’s management and administration, while the remaining US$11,285,590 will be allocated for specific tasks related to regulation, standards implementation, and oversight of digital security systems. This funding will allow the ACE to develop a comprehensive cybersecurity strategy.
Among the main goals are the implementation of a permanent management system, the development of a security strategy aligned with international standards, and the maintenance of an updated registry of all actions taken regarding state cybersecurity.

Likewise, the agency will develop technical guidelines for the identification and mitigation of cyber risks, based on international best practices. It will also have the authority to define criteria to guide public and private institutions toward the secure and responsible management of information.
In addition, the ACE will create and implement the necessary action programs to respond to cybersecurity and information security threats or incidents involving those regulated by this law. Likewise, the entity will create and manage a National Registry of Cybersecurity Threats and Incidents.
