
The Legislative Assembly’s Finance and Special Budget Committee has issued a favorable opinion (No. 140) for the reform of the 2025 Budget Law. This approval authorizes the incorporation of US$785,600.00 into the Public Security and Justice Branch, originating from a financial agreement with the Government of the Italian Republic.

The ruling, issued on October 6, 2025, gives the green light to invest these resources in a key project with a strong focus on the economic and social inclusion of slvadoran youth.
The US$785,600.00 comes from a previously approved larger loan agreement (€5,550,000.00). The main objective of the program is to promote comprehensive prevention and social reintegration strategies aimed at vulnerable young people, thereby strengthening the social fabric and generating opportunities for economic, educational, and community inclusion.

The Ministry of Public Security and Justice will be responsible for implementing the program. The funds will be used to finance Project 8897, entitled “Support program for vulnerable young people in priority districts of the Department of San Salvador”.
The investment is directly linked to human capital development and economic productivity. The actions will be implemented through a Cooperation Agreement with the Directorate of Integration and will enable young participants from different districts of San Salvador to be served with integrative activities, including:
• Professional services in general medicine.
• Technical training programs for work.
• Vocational courses in high-demand areas such as baking, electricity, plumbing, and handicraft production.
In addition, the funds will cover the hiring of technical and administrative consultants to ensure the efficient management of the program.
This measure, approved by the Finance Committee, seeks to reallocate external public debt resources (Resource Source 202 Cassa Depositi e Prestiti S.p.A.) to ensure that the Public Security and Justice Branch has the necessary budgetary credit to fulfill these prevention and economic and social development goals before the end of fiscal year 2025.
