The salvadoran government, through a parliamentary decision, ratified the exchange of notes for the Scholarship Project for the Development of Human Resources, with an amount of 211,000 million yen, equivalent to approximately US$1,454,000, implemented by the Ministry of Foreign Affairs and the Japan International Cooperation Agency (JICA).
This nation is the first and only one in Latin America to be selected for this program. The project is aimed at young salvadoran civil servants and university professors to study for master’s and doctoral degrees at Japanese universities in areas related to infrastructure and revitalization of the economy.
This program has allowed from 2020 to date, 28 salvadoran public officials to travel and start their master’s or doctoral studies in areas related to infrastructure and revitalization of the economy, such as transportation, coastal development and industrial promotion. The study sites for this purpose are Hiroshima University, Meiji University and the International University of Japan.
Currently, the project has allowed 21 scholarship holders to travel to Japan and with the present exchange, seven scholarship holders will be added by the year 2024.
The representative of the Ministry of Foreign Affairs indicated that, in the first phase, the beneficiary institutions have been the Presidency of the Republic, the Comisión Ejecutiva Portuaria Autónoma (CEPA), the Banco Central de Reserva (BCR), the Ministerio de Hacienda, Ministerio de Economía (MINEC), Universidad de El Salvador (UES), Cancillería, Oficina de Planificación del Área Metropolitana de San Salvador, Ministerio de Vivienda and the Administración Nacional de Acueductos y Alcantarillados (ANDA).
