The Legislative Assembly approved four sovereign guarantees to support loans acquired by the Comisión Ejecutiva Hidroeléctrica del Río Lempa (CEL) with the Central American Bank for Economic Integration (CABEI). The initiatives were approved with a waiver of formalities.
The first decree, approved with 55 votes, supports a loan of US$16.9 million, signed on february 17, 2025. At the end of 2024, CEL owed CABEI US$16.9 million plus interest.

The second guarantee, with 56 votes, guarantees financing of up to US$163 million. By december 2024, CEL owed US$52,682,433.49, plus interest, under this contract signed in february 2025.
Another guarantee approved, also with 56 votes, covers a loan of up to US$301 million. At the end of 2024, the associated debt amounted to $253,697,952.17 plus interest.
The fourth decree authorizes a sovereign guarantee for up to US$100 million for a revolving credit line. This guarantee was also subscribed in february 2025.

The sovereign guarantees seek to ensure the payment of these financial commitments and allow the continuity of energy projects in the country. These measures will become effective as of their publication in the Official Journal.
