The Finance and Special Budget Committee issued a favorable opinion to amend the 2026 Budget Law and allocate US$46,137,606 to the Ministerio de Salud (MINSAL). These funds will be used for the second phase of the Doctor SV program, an online medical services platform that aims to expand healthcare coverage and access in the country.
The funds come from a loan of up to US$75 million from the Corporación Andina de Fomento (CAF), which was approved by the Legislative Assembly in april 2026. The program will continue to be implemented by the Hospital Nacional El Salvador and aims to strengthen the public health system through the use of technological tools that bring medical services closer to the population.
According to the information presented to the commission, the resources will be used to finance the development and support of the Doctor SV platform, including the acquisition of technology licenses such as Chrome OS Enterprise and Workspace, necessary for the operation of the system.
The funds will also strengthen the program’s digital infrastructure by storing information in the government cloud, implementing SMS messaging services for telemedicine, and hiring specialized personnel to support the platform’s operation and expansion.
Doctor SV is comprised of a network of medical professionals and services focused on providing remote care to patients, with the goal of improving coverage and facilitating access to consultations and medical follow-up without the need to travel to hospitals.
During the analysis of the proposal, Representative Dania González of the Nuevas Ideas party highlighted that the program has already received legislative support in its previous phases and noted that the second phase seeks to expand its reach to benefit a greater number of people with free care.
The legislator indicated that the system’s capacity has increased from 18,000 consultations per day to 30,000 consultations per day, representing an increase of approximately 67%. She also explained that this new phase incorporates care for chronic diseases, expanding the range of services available to users.
With this budget allocation, authorities aim to consolidate the expansion of Doctor SV, strengthen the technological tools that support its operation, and increase the capacity of the digital health system to provide more medical services to the population through virtual platforms.
