With 57 votes in favor, the Legislative Assembly approved a series of reforms to the “Comprehensive Agricultural Marketing Law”, with the objective of promoting productive improvement, profitability and competitiveness of agribusiness and agribusiness in El Salvador. These reforms also seek to strengthen the country’s agricultural production chains, with a clear focus on sustainable development and food security.
One of the key points of the approved amendments is the administrative, technical and budgetary autonomy granted to the Centro de Desarrollo de Comercio Agropecuario (CDCA), which will allow it to expand its operations, opening offices in different cities of the country, which will contribute to greater efficiency in the management of agricultural marketing.
In addition, the CDCA will assume new responsibilities, including the formulation and implementation of public policies aimed at improving logistics connectivity and the marketing of agricultural products. It will also be responsible for the management of Supply Centers and Post-harvest Centers, which are essential to ensure the sector’s competitiveness.
Another significant change is the prohibition for the Executive Director of CDCA to simultaneously hold any other position in the Public Administration or in the private sector, with exceptions limited to the Ministry of Agriculture and Livestock and teaching. This measure seeks to avoid conflicts of interest and ensure transparency in the management of the center.
In addition, in order to strengthen accountability and oversight of the use of public resources, CDCA will have an Internal Auditor and an External Auditor to oversee operations and accounting.
With these reforms, CDCA is expected to play a crucial role in improving the competitiveness of agribusiness and agribusiness, promoting more equitable and sustainable development in the salvadoran agricultural sector.
