
With 56 votes in favor, the Legislative Assembly approved the creation of a special fund for the Ministerio de Economía (MINEC) to promote technology services and digital transformation, a key step toward strengthening business competitiveness in El Salvador.
The Special Activities Fund will allow MINEC to implement a technology laboratory aimed at accelerating the adoption of digital solutions, improving business productivity, and developing specialized technology talent. According to authorities, this initiative seeks to position salvadoran companies nationally and internationally, promoting innovation and sustainability.

The funds will be administered by the Institutional Financial Unit of the Ministry of Economy and Finance while the income generated by technological services can be used for domestic and international payments, the purchase of goods, and compliance with tax obligations. Prices will be set by the Ministry of Economy and Finance and supervised by the Ministry of Finance, with deposits in official accounts under the supervision of the General Treasury Directorate.
Economic experts warn that, although the initiative promises to modernize the country’s technological offering and improve competitiveness, success will depend on transparency in the management of resources and the effectiveness of the technological laboratory, especially in benefiting small and medium-sized businesses, which represent the majority of salvadoran productive sector.
With this fund, the government seeks to transform digital transformation from a pilot project into a tangible tool for generating economic growth and employment, although its effective implementation will be crucial for measuring real results.
