
The Legislative Assembly approved, with 59 votes, special provisions that will allow the Dirección Nacional de Obras Municipales (DOM) to transfer three properties, currently housing four educational centers, to the Ministerio de Educación, Ciencia y Tecnología (MINEDUCYT) free of charge.
The measure aims to ensure that these spaces continue to be used for educational purposes and to facilitate infrastructure improvements at schools located in the districts of Santa Ana, San Salvador, and Apaneca.
The first property is in Finca Las Tres Puertas, in the district of Santa Ana, municipality of Santa Ana Centro. The land covers 18,198.73 square meters and houses the Centro de Desarrollo Integral Santa Bárbara. Its value, according to an appraisal conducted by the General Directorate of Government Accounting of the Ministry of Finance, amounts to US$1.121 billion.
The second property is located at 149 5th Street West, Adela Building, San Salvador District, San Salvador Centro. It has an area of 1,299.24 square meters and houses the Centro de Desarrollo Integral Medalla Milagrosa. The property is valued at US$535,000.

The third property is located in the San Pedro neighborhood, Villa de Apaneca, Finca San José, Apaneca District, Ahuachapán Centro. It has an area of 8,457.31 square meters and houses two educational institutions: the Escuela de Educación Parvularia de Apaneca and Centro Escolar General Francisco Menéndez. Its value is US$963,000.
Together, the three properties represent a value of US$2.619 million. The Ministry of Education requested the transfer of these properties from the Dirección Nacional de Obras Municipales (DOM) to guarantee the continuity of educational services and to provide conditions that allow for the development of improvement projects in their facilities.
With legislative approval, the three properties will be transferred to the MINEDUCYT through an irrevocable donation. To formalize the process, the president of the DOM, Claudia Rodríguez de Guevara, or her designee, and the Attorney General of the Republic, Rodolfo Delgado, or his representative, were authorized to sign the respective public deeds before a notary.

The provisions also establish administrative procedures to complete the transfer. Registration of the properties in the State’s name will be free of charge, and proof of municipal tax compliance will not be required. Furthermore, the financial units of the DOM and the Ministry of Education must make the corresponding accounting entries and update their inventories to formalize the transaction.
With this transfer, the State formally incorporates three properties into the educational assets, where four educational centers are already operating. This will allow MINEDUCYT to directly manage these spaces and move forward with the necessary infrastructure improvements for the benefit of students, teachers, and educational communities.
