
The Ministerio de Trabajo y Previsión Social (MTPS) received a donation of IT equipment through the Proyecto PERSPECTIVAS, funded by German Cooperation via the German Development Bank (KfW). The handover aims to strengthen the capacity for service provision, guidance, and labor intermediation for returned migrants in El Salvador.
The donation includes laptops, projectors, printers, webcams, headsets, and other tech accessories, which will be used by MTPS staff and in seven departmental offices. These offices cover municipalities prioritized by the project: Santa Ana Centro, San Salvador Centro, La Libertad Costa, La Paz Este, Usulután Este, San Miguel Centro, and La Unión Sur.
This support is part of the cooperation agreement signed between the MTPS and PERSPECTIVAS in february 2026, which aims to strengthen the Public Employment Service and improve the quality, efficiency, and coverage of labor guidance and intermediation services.

Incorporating this equipment will upgrade the technological capabilities of the offices serving beneficiaries. The goal is to facilitate guidance processes and connections to job opportunities, especially for those returning to the country who need to reintegrate into the labor market.
The agreement also includes a comprehensive assessment of the Dirección General de Empleo (DGE). This process will identify opportunities for improvement in areas such as infrastructure, human resources, internal processes, and services for returned migrants.
Another component of the cooperation involves implementing the “Coaching for Employment” methodology developed by Swisscontact. This tool aims to strengthen career guidance by considering both the participants’ needs and capabilities and the requirements of the labor market.

The project also includes initiatives aimed at young people at risk of irregular migration, with the goal of increasing their chances of entering the labor market. The strategy seeks to provide them with access to guidance and employment opportunities that allow them to develop economic alternatives within the country.
Furthermore, the initiative aims to strengthen the link between public employment services and the private sector, aligning companies’ hiring needs with the profiles of job seekers. This can help improve labor intermediation and ensure that available opportunities reach more workers in the prioritized areas.
Through these actions, the MTPS and PERSPECTIVAS seek to strengthen the infrastructure and tools available for employment services while expanding economic integration opportunities for returning migrants and young people. The approach combines technology, training, guidance, and closer ties with businesses to improve access to employment in the target areas.
