El Salvador reinforces its commitment to investment in sustainable development through the Trifinio Plan, a joint initiative with Guatemala and Honduras. During the first 2025 meeting of the Trinational Executive Secretariat, key advances in water security and territorial governance were discussed.
The country plays a central role in the design of the project “Fostering Water Security in the Trifinio Region”, financed by the Global Environment Facility (GEF).

The investment in this region, which covers more than 40 municipalities in the three countries, seeks to guarantee access to water and strengthen the resilience of communities in the face of climate change. Jorge Urbina, national executive director of Plan Trifinio in El Salvador, emphasized that the government’s contribution is essential for the implementation of these strategic initiatives.
One of the key projects is the joint management of the tri-national Lempa river basin, which is vital for hydroelectric generation and drinking water supply. El Salvador is promoting a common agenda with Guatemala and Honduras to optimize water resources and mitigate the effects of climate change in the region.
Financial support from the GEF will enable the implementation of adaptation and conservation strategies aligned with sustainability and economic development objectives. Investments in water infrastructure and territorial governance measures seek to ensure balanced and sustainable growth in the border area.
The Trifinio Plan strengthens regional cooperation and positions El Salvador as a key player in the protection of strategic resources. Coordination among the three countries not only improves water security, but also opens up opportunities for economic development and investment in sustainable infrastructure.
