
The Finance and Special Budget Committee proposed incorporating US$580,849 into the 2026 budget of the Fiscalía General de la República de El Salvador (FGR). These funds would allow for the acquisition of furniture and equipment for a new central office complex and advance the creation of a specialized institute for prosecutorial training. The initiative will be discussed and voted on at the next plenary session of the Legislative Assembly of El Salvador, where the deputies will decide whether to approve the budget amendment.
The legislators on the committee issued a favorable opinion to amend the 2026 Budget Law and incorporate these funds, which come from external loans. The aim is to implement the investment project entitled “Construction, Equipping, and Modernization of the Fiscalía General de la República de El Salvador of El Salvador.”
To obtain more technical information about the proposal, the deputies met with Marlon Herrera, director of Investment and Public Credit at the Ministry of Finance of El Salvador. He explained that part of the funds will be allocated to the creation of a specialized higher education institute focused on training tax officials. This initiative was previously authorized by the Legislative Assembly on february 11.

The official detailed that the project includes the construction of an institutional complex comprised of several buildings. These include two six-story towers: one for the legal department and the other for administrative functions. Additionally, a tax training building, institutional archives, and public service areas are planned.
The funds are part of a larger financing package obtained through a loan from the Central American Bank for Economic Integration (CABEI), for an amount of up to US$44,887,500. This loan was authorized by the Legislative Body on february 10, 2015 and subsequently signed between the Ministry of Finance and the regional financial body on april 30 of that same year.
Institute for prosecutorial training
One of the key components of this investment is the creation of a specialized higher education institute focused on the professional development of the Attorney General’s Office staff. The institution will be public, with its own legal status, technical and academic autonomy, and assets, and will be attached to the Fiscalía General de la República de El Salvador.
The objective is to strengthen the academic and technical preparation of prosecutorial staff to improve the quality of criminal investigations and reinforce the salvadoran justice system.

The institute also seeks to modernize the training of personnel responsible for confronting increasingly complex crimes, through updated academic programs in areas such as legal sciences, criminology, forensic sciences, and criminal investigation.
Among its academic projects is the implementation of the first master’s program in criminal investigation in Central America and the Caribbean, an initiative that aims to raise the level of specialization of personnel dedicated to criminal prosecution.
The proposal to allocate US$580,849 to the Fiscalía General de la República de El Salvador will be analyzed by the full legislature in the next session, where it will be decided whether the funds will be incorporated into the 2026 institutional budget.
