
The executive president of CAF, the Development Bank of Latin America and the Caribbean, Sergio Díaz-Granados, met with the President of El Salvador, Nayib Bukele, to review the evolution of the relationship between the country and the organization since its incorporation in 2022 and to define new areas of cooperation and investment. The meeting addressed strategic projects related to infrastructure, education, health, aeronautical development, and the revitalization of public spaces.
During the meeting, CAF agreed to increase its financial support to El Salvador through its own resources and the mobilization of funds from strategic partners. Díaz-Granados noted that the relationship, which began in 2022, has evolved into an agenda of long-term investment projects, particularly in sectors considered priorities for the country’s development and infrastructure.
“What began as a strategic commitment in 2022 is now a mature, long-term relationship. CAF is prepared to continue mobilizing its own financial capacity and that of its partners to support new investments”, said Díaz-Granados. The executive added that the organization seeks to support projects linked to ongoing transformations and infrastructure that will expand the country’s productive capacity.

One of the projects highlighted during Díaz-Granados’ visit was the Aeropuerto Internacional del Pacífico located in the eastern part of the country. The project is part of the “El Salvador Vuela”, program, which has US$320 million in financing from CAF and includes the construction of a new international airport, as well as the rehabilitation and modernization of smaller airport facilities.
The program also includes actions to institutionally strengthen the aeronautical sector. According to CAF, these investments aim to reduce air connectivity costs and travel times, in addition to contributing to tourism, competitiveness, and the country’s capacity to respond to natural disasters. Improving airport infrastructure is part of a strategy to expand connectivity and create conditions for greater economic activity.
Another key component of financial cooperation is education. Since 2022, CAF has approved US$400 million in loans to support the Modernization Reform of El Salvador’s Education System. These funds are earmarked for physical and digital infrastructure, technological equipment, teacher training, bridging the digital divide, and strengthening educational management.

CAF reported that it will continue to support this process through financing and technical assistance, aiming to expand its reach within the education system. These investments seek to strengthen the infrastructure, technology, and capacities necessary for the development of the education system.
The agenda between El Salvador and CAF is thus moving toward a stage of greater participation by the development bank in investment projects considered strategic for the country. With its own financing and the ability to mobilize resources from partners, the organization plans to continue supporting initiatives in infrastructure, education, health, and connectivity sectors linked to El Salvador’s competitiveness, investment, and economic growth.
