El Salvador has increased the number of air transport agreements signed with other countries, rising from 15 in June 2019 to the 20 agreements currently in place, according to Homero Morales, executive director of the Autoridad de Aviación Civil (AAC), speaking in a television interview.
Morales explained that these agreements establish the framework for air operations between El Salvador and other countries. He noted that the growth in these instruments is linked to greater openness regarding international connections and facilitates the entry of new operators into the salvadoran market.
This progress is also reflected in the memoranda of understanding, which has risen from two in 2019 to 24 today. According to the AAC Executive Director, these documents are among the tools used to set the conditions for air operations between different nations.
Morales attributed this growth to collaborative efforts with the Ministerio de Turismo (MITUR) and Ministerio de Relaciones Exteriores working through various embassies. He explained that this coordination has enabled progress in signing air transport agreements and memoranda.
The official noted that this process also reflects growing interest from other countries in establishing connections with El Salvador. “El Salvador is visible now; it is no longer just the country wanting to connect with the world—the world wants to connect with El Salvador”, Morales said.
He cited Iberojet as an example of this process; the airline’s entry into the country was made possible after the air transport agreement between El Salvador and Spain was modified. The original agreement, signed in 1997, allowed for seven weekly flights restrictions that limited new operators.
Consequently, the agreement was amended to increase the limit from seven to 14 weekly flights. Iberojet currently uses two of these slots to operate routes between San Salvador and Madrid, and between San Salvador and Barcelona—the latter marking the first direct connection between El Salvador and Barcelona.
Morales highlighted that the expansion of agreements and memoranda is part of the country’s progress in air connectivity. In this context, he noted that under the open-skies policy, the AAC seeks to work with other institutions as strategic partners to create an environment conducive to airline investment.
