
The Finance Committee of the Legislative Assembly issued a favorable opinion on reforming Legislative Decree No. 485, modifying the terms of a loan of up to US$195 million granted by the Inter-American Development Bank (IDB) for the modernization of El Salvador International Airport. The proposal will be sent to the plenary session, where the deputies will decide whether to approve the change.
The reform proposes that the funds be transferred as non-reimbursable capital to the Comisión Ejecutiva Portuaria Autónoma (CEPA), instead of remaining as funds that must be repaid, as originally stipulated.

According to the committee, the funds will be channeled to CEPA through the Ministerio de Obras Públicas y Transporte (MOPT), the institution that will act as the administrative liaison for the project’s execution.
The representative from the Ministry of Finance explained that this modification will allow them to comply with the requirements established in the contract signed with the IDB and will also expedite the airport modernization works.

The expansion project aims to strengthen the operational capacity and infrastructure of the country’s main airport, in line with the government’s strategy to improve air connectivity and boost economic activity.
The final decision on the reform will rest with the full legislature, which must vote to authorize or reject the change in the financing terms.
