The Legislative Assembly authorized the Executive Branch to take out a US$100 million loan from the Inter-American Development Bank (IDB) to finance the Programa de Integración Académica y Comunitaria para Jóvenes en El Salvador, an initiative that seeks to expand educational opportunities for vulnerable youth through scholarships, financial aid, and academic support.
The approval was backed by 56 votes and aims primarily to facilitate students’ access to and retention in secondary, technical, and university education, thereby strengthening their chances of entering the formal labor market.
One of the program’s central pillars is the provision of scholarships and financial aid to high school students who face greater difficulties in continuing their studies. Priority beneficiaries include young women who are pregnant or are young mothers, people with disabilities, and returning migrants—groups that often face greater barriers to accessing educational opportunities.

In addition to financial support, the program provides comprehensive support for students. In the first phase, academic and social-emotional development will be strengthened through remedial instruction in math and reading and writing, extracurricular courses, and career guidance, with the aim of helping young people choose majors or specializations that are in high demand in the job market.
The project also includes strengthening the Integration Directorate, which will develop a registration, monitoring, and early-warning system to identify students at risk of dropping out and provide them with timely support throughout their educational journey and transition into the workforce.

To complement the loan, the IDB will provide a grant of up to US$4 million, which will be used to strengthen the program’s implementation and ensure its execution.
Through this initiative, the government aims to reduce the economic and social barriers that limit access to education, thereby enabling more young people to complete their academic education and gain access to better opportunities for personal and professional development.
