A. M. Parliamentarians have ruled in favor of a crucial reform to the 2025 Income and Expenditure Budget Law. This strategic decision will allow the transfer of US$1,112,350 from the Treasury to the Ministry of Health. The primary objective is for the Consejo Nacional de las Especialidades Médicas (CONADEM) to start its institutional operations.
CONADEM, created in april 2024, is established as a decentralized entity with functional and technical autonomy, attached to the Ministry of Health. Its main function will be to issue medical specialty and subspecialty credentials. It will also regulate the technical regulations necessary for the practice of the profession, thus ensuring the quality of services.
This institution will oversee regulating the authorization of the practice of health specialties in El Salvador. Its mission is to guarantee that specialized medical services are provided with the highest possible quality and efficiency. In this way, it seeks to effectively safeguard the rights of all patients.
Laura Arce, deputy director General of the Budget, explained the benefits of this initiative to the parliamentarians. The beginning of CONADEM’s functions will allow the recognition of academic degrees for specialists. This will ensure that health professionals have the necessary experience and accreditation for their daily practice.
Of the total US$1,112,350 that will be transferred, a significant portion will be allocated to remuneration. US$463,575.00 will be allocated for salaries, employer contributions, and bonuses for 45 contract positions. In addition, US$575,000.00 will be allocated directly to cover the operating expenses of the new entity.
The remaining funds will be distributed in various areas essential for CONADEM’s operation. Another US$23,775.00 will be used for the payment of fees, premiums, and expenses for personal and property insurance. Finally, US$50,000.00 will be used to acquire furniture, computer equipment and software licenses, thus strengthening its infrastructure.
