
The Legislative Assembly approved an amendment to the Public Procurement Law that will expand access to arts education in El Salvador by hiring professionals from the Ministry of Culture as part-time teachers. The amendment, approved with 57 votes, aims to facilitate access to training in artistic disciplines for more salvadorans.
The measure responds to the need to strengthen comprehensive education within the national education system, recognizing the role of art in human development. Arts education not only fosters creativity and individual expression but also reinforces cultural identity, promotes social values, and contributes to better coexistence in communities.

According to the decree, the National Directorate of Arts Training has faced difficulties in expanding its educational offerings, especially in the evenings and at night. These limitations stemmed from legal provisions that prevented the hiring of Ministry of Culture professionals with permanent positions or personal service contracts as instructors, even when their schedules allowed them to take on additional teaching hours without affecting their primary duties.
With the reform, a new provision is added to Article 3 of the Public Procurement Law, which excludes Ministry of Culture employees with artistic specializations from this restriction. This will allow them to teach courses in areas such as music, dance, visual arts, drama, and other disciplines, provided their work schedule and the responsibilities of their existing positions are respected.

Legislative authorities indicated that this regulatory update optimizes the use of the specialized human talent already available to the State, without creating duplication of functions or affecting institutional operations. Furthermore, the measure is expected to contribute to diversifying and expanding the range of artistic training opportunities throughout the country.
This reform seeks to guarantee greater access to education and culture for the population, while strengthening arts education as a key component for the social and cultural development of El Salvador.
