The Legislative Assembly of El Salvador approved, with 59 votes, an amendment to the 2026 Budget Law to allocate US$200,000 to the Ministerio de Educación, Ciencia y Tecnología de El Salvador (MINEDUCYT). These funds will be used to provide a subsidy to the Asociación para la Promoción Humana (APROHU) to strengthen a scholarship program for students in vulnerable situations.
The measure will support 376 children from low-income families who have completed sixth grade in public schools in various municipalities of the department of La Libertad, thus facilitating their continued studies at the middle and high school levels.
The funds come from the General Fund of the Nation and will be incorporated into Budget Unit 08 of the Ministerio de Educación, Ciencia y Tecnología de El Salvador (MINEDUCYT), called “Support for Other Institutions” specifically under the line of work “Educational Programs through Strategic Partners”. This mechanism allows the ministry to support educational initiatives promoted by external organizations.
According to what was presented during the plenary session, the subsidy will allow APROHU to continue its co-financed scholarship program, aimed at providing access to quality education for students from communities with limited economic opportunities.
Deputy Giovanny Zaldaña, from the Nuevas Ideas party, explained that the financial support will ensure that the beneficiaries continue their academic training at private educational institutions that are part of the Association for the Asociación Promotora de Centros Educativos (APCE) a network of bilingual schools located in Santa Tecla.
According to the legislator, the scholarship recipients will attend Citalá and Villanueva schools, institutions that provide education with academic support and values-based training. Citalá, for male students, operates within the facilities of Lamatepec School and serves young people between the ages of 12 and 18. Villanueva, for female students, operates within La Floresta School.
The program has an approximate cost of US$1,125 per student, which covers various educational and support services. These include the use of school facilities, student transportation, academic tutoring, school uniforms, and personalized attention throughout their educational journey.
The goal of this initiative is to facilitate access to quality education for young people from underserved communities, contributing to improving their prospects for personal, academic, and professional development.
According to information presented to the members of parliament, APROHU has been running this scholarship program since 2011 and, to date, has supported 10 cohorts of students, with a total of 424 scholarship recipients who have completed their upper secondary and high school studies thanks to the organization’s support.
During his remarks, Representative Zaldaña emphasized that initiatives of this kind expand educational opportunities for vulnerable youth, which in the long term contributes to improving development conditions in their communities.
With the approval of the subsidy, the Ministerio de Educación, Ciencia y Tecnología de El Salvador (MINEDUCYT), will be able to channel the funds to APROHU and continue this educational program, which aims to ensure that more students can access a comprehensive academic education and improve their future prospects.
