
Foreign Minister Alexandra Hill held bilateral meetings with representatives from Türkiye, Kuwait, and the United Arab Emirates on the sidelines of the 81st United Nations General Assembly in New York, where she discussed opportunities for investment, trade, financing, and cooperation. The agenda included strategic projects for El Salvador and new initiatives aimed at strengthening economic relations with these countries.
With Türkiye, Hill met with Foreign Minister Hakan Fidan to review the bilateral agenda and highlight investment opportunities. Among the main topics was Yilport Holding’s US$1.615 million project at the ports of Acajutla and La Unión, an initiative that the minister described as the largest investment in the country’s history and one that is linked to the strengthening of port and logistics infrastructure.
The meeting also highlighted the signing of a tax agreement between El Salvador and Türkiye. According to the Ministry of Foreign Affairs, this agreement will provide greater legal and fiscal certainty to economic relations between the two countries, with the aim of promoting trade and investment. Hill also noted the interest in attracting Turkish capital to sectors such as agricultural exports, technology, aviation, renewable energy, and tourism infrastructure.
In the case of Kuwait, the foreign minister signed a Visa Waiver Agreement for diplomatic, official, and service passports with her counterpart, Sheikh Jarrah Jaber Al-Ahmad Al-Sabah. The agreement aims to facilitate official visits and strengthen the conditions for expanding trade, investment, and cooperation ties between the two countries.

One of the key economic highlights regarding Kuwait was the US$9.7 million in financing from the Kuwait Fund for Arab Economic Development earmarked for the San Matías Photovoltaic Solar Plant. According to information provided by the Ministry of Foreign Affairs, this represents the fund’s first repayable loan in El Salvador. Potential areas for cooperation were also identified in agriculture, livestock, food security, artificial intelligence, tourism, fisheries, and scholarships.
In the United Arab Emirates, Hill held a meeting with Deputy Prime Minister and Minister of Foreign Affairs Sheikh Abdullah bin Zayed Al Nahyan. The two officials discussed mechanisms to facilitate trade and investment and signed an Agreement on the Reciprocal Promotion and Protection of Investments, which aims to establish conditions of legal certainty for investors from both countries.
This agreement was complemented by a partnership on tax matters, aimed at strengthening tax cooperation and facilitating economic relations. Hill noted that El Salvador seeks to attract Emirati capital to strategic sectors such as infrastructure, energy, and tourism, while both parties also proposed expanding collaboration in port and airport infrastructure, logistics, renewable energy, technology, artificial intelligence, the digital economy, agribusiness, manufacturing, and services.

The agenda with the United Arab Emirates also included the signing of a Memorandum of Understanding between the diplomatic academies of both countries. The agreement provides for the exchange of knowledge, best practices, specialized training, and capacity building for foreign service personnel.
Furthermore, cooperation with Türkiye continues through the Turkish Cooperation and Coordination Agency (TIKA), with initiatives such as the “Crecer Juntos Mobile Children’s Libraries”, photovoltaic energy projects, and efforts to revitalize the Historic Center of San Salvador. Expanding academic opportunities through full scholarships was also discussed.
These meetings are part of El Salvador’s bilateral agenda during the United Nations General Assembly and focus on expanding economic and cooperative relations with these partners. In addition to the investment and financing projects already identified, the meetings provided an opportunity to explore new areas of collaboration that could lead to opportunities in infrastructure, energy, tourism, technology, agribusiness, and other productive sectors.
