The President of the Comisión Ejecutiva Hidroeléctrica del Río Lempa (CEL), Daniel Álvarez, announced that the 3 de febrero Hydroelectric Power Plant is in its final construction stage.

"In the reservoir, we have to do tests, we have to install certain things that can only be done when the reservoir is full...So yes, we are already in the final stretch of the project, it is the most difficult because we have to have water, it is not only to build the hydroelectric dam to work and last more than 50 years", said the President of CEL, Daniel Álvarez.

The filling of the reservoir of the hydroelectric dam will begin on October 23 and additionally they will be working in the social area focused on food security, which will support the inhabitants that are around the hydroelectric dam.

In addition, the president of CEL assured "we are going to take 85 years to pay the investment of this dam, but we are going to make sure that in 50 years it will be working and that it will not require any type of major maintenance, due to a failure in its construction".

The CEL leader said that the Central Government has promoted a set of reforms to the General Electricity Law, which are amendments that seek, among other aspects: Diversify the energy matrix.

  • Promote the investment climate
  • Lower electricity prices

Likewise, with the reforms and the tools they have provided, they will establish opportunities to invest in renewable energies. "If a private company wants to come and invest in El Salvador, there is already a clear mechanism in the CEL of how the people's resources can be exploited through a concession, as long as the State exploits them, it is the people's money and it must be protected", said the official.

"Renewable energies were not mentioned, now they are going to come and invest in this area", mentioned the president of the Comisión Ejecutiva Hidroeléctrica del Río Lempa (CEL), Daniel Álvarez, who explained that the State has 50% of the energy generation and 100% of the transmission.

The head of CEL also explained that the amendments to the law ratify that electric energy is a public service, and that they will be able to lower the tariff schedule. "For years, the private sector made decisions in a discretionary manner, making it difficult to improve tariffs".
