The Dirección de Obras Municipales (DOM) will have a budget of US$502.4 million for 2027, funds earmarked for the execution of public infrastructure projects across El Salvador’s 262 districts. Key planned interventions include the improvement of educational facilities, the renovation of national hospitals, the revitalization of municipal markets, and the execution of road infrastructure projects.
This allocation was presented by Víctor Jiménez, a representative and official spokesperson for the DOM, to members of the Legislative Assembly’s Finance Committee. The presentation took place as part of the review of the 2027 General State Budget Bill, which totals US$12,421.1 million and includes a budget gap of US$515 million.
The projected budget for the DOM exceeds the US$441 million it received in 2026. As outlined during the session, the funding will be drawn from the General Fund and external loans, with the goal of ensuring the continuity of infrastructure projects and expanding the capacity to carry out public works nationwide.
One of the areas receiving the largest allocation is “miscellaneous works”, which will be granted US$146.25 million for projects in various parts of the country. This category encompasses infrastructure interventions that are part of the institution’s project portfolio. Jiménez noted that the DOM has completed over 10,000 projects during its five years of operation.
According to data presented to the lawmakers, the works carried out by the institution have benefited more than 175,920 residents, while projects currently underway could benefit an additional 420,100 people. The interventions mentioned include parks, bridges, road improvements, markets, clinics, and sports complexes.
In the education sector, the DOM will play a significant role through the ” Dos Escuelas por Día” program, for which an allocation of US$112 million is earmarked for the improvement of school facilities. The initiative aims to rebuild, modernize, and renovate the infrastructure of the country’s more than 5,800 public educational centers. According to Jiménez, by 2026, the institution had carried out work on more than 1,040 schools.
Additionally, the institution will allocate US$76 million to the Municipal Works Program, which focuses on infrastructure and equipment for educational centers nationwide. These funds will be supplemented by US$21 million in loans from the Inter-American Development Bank (IDB), earmarked for the Program for the Construction and Improvement of Sustainable and Resilient School Infrastructure. These allocations are part of distinct programs within the educational investment planned for 2027.
In the health sector, the DOM plans to carry out interventions at two national hospitals. An investment of US$50 million is projected for the Hospital San Juan de Dios in Santa Ana, while US$45 million is earmarked for the Hospital Nacional San Juan de Dios in San Miguel. Both projects are part of the public investments scheduled to improve hospital infrastructure.
The project portfolio also includes the regeneration and revitalization of the municipal markets in Santa Tecla and La Libertad, with a budget of US$15.23 million. This initiative aims to improve conditions in these spaces and enhance access to quality public services. According to the information provided, it will benefit more than 2,000 merchants and will include the construction of basic infrastructure and other complementary works.
Furthermore, the Municipal Works Program for road infrastructure nationwide will have US$100 million at its disposal. With this allocation, the DOM intends to continue executing projects aimed at improving roadways and addressing infrastructure needs across various districts in the country.
During his remarks, Jiménez stated that the institution maintains a presence in all 262 districts of El Salvador and carries out various types of projects to meet the needs of the population. The final approval of these funds will depend on the legislative process for the 2027 General State Budget.
