
The Legislative Assembly’s Finance and Special Budget Committee issued a favorable opinion on amending the current Budget Law to allocate $8 million to the budget of the Dirección Nacional de Obras Municipales (DOM), with funds coming from two loans granted by the Inter-American Development Bank (IDB).
The funds will be used to promote educational infrastructure and urban revitalization projects in various parts of the country, with the aim of strengthening public spaces, improving schools, and boosting local economies.
Of the total amount approved by the legislative committee, US$5 million would be allocated to the Programa de Construcción y Mejoramiento de Infraestructura Escolar Sostenible y Resiliente al Cambio Climático, which is part of the Program for Comprehensive Educational Pathways and Their Resilience to Climate Change.
These funds come from a US$150 million loan signed with the IDB and ratified by the Legislative Assembly on october 21, 2025.

During the session, Marlon Herrera, director of Investment and Public Credit at the Ministry of Finance, explained that the program aims to strengthen the national educational infrastructure by expanding and renovating six priority schools in different regions of the country.
According to the official, the work will include the demolition and dismantling of deteriorated structures, earthwork, structural reinforcement, roof replacement, and the renovation of outdoor areas.
He also noted that the interventions aim to create modern, climate-resilient spaces suitable for enhancing students’ educational development.
Part of the funds would also be used to cover administrative expenses related to the operation of the unit responsible for implementing the program.
In addition, the committee approved the allocation of $3 million to the Programa Integral de Regeneración Urbana y Revitalización Sostenible de los Mercados Municipales in Santa Tecla and La Libertad.

These funds come from a $170 million loan from the IDB, which was approved by the Legislative Assembly on december 18, 2025.
According to officials, this project aims to strengthen local economies by modernizing urban infrastructure and municipal markets, as well as promoting the competitiveness and formalization of small businesses and merchants.
Among the planned actions are the development of final market designs, construction supervision, hiring of consultants to support micro and small entrepreneurs, strengthening of municipal institutional capacities, and operational expenses related to the program’s implementation.
With these initiatives, the government aims to advance educational and urban infrastructure projects that contribute to the social, economic, and commercial development of various communities across the country.
