The Legislative Assembly approved an amendment to the 2026 Budget Law to add US$7,230,315 to the budget of the Ministerio de Economía (MINEC), with the aim of strengthening three programs designed to improve employment, training, and entrepreneurship opportunities for people belonging to vulnerable groups.
The measure was approved with 56 votes and will allow for the reinforcement of projects that are part of a US$150 million loan granted by the International Bank for Reconstruction and Development, signed on april 9, 2024. According to what was stated in the plenary session, although the ministry had already received funds to implement these initiatives during 2026, the progress of the activities made it necessary to incorporate additional funds to expand their scope.
One of the programs that will receive funding is the Entrepreneurship Opportunities Promotion Program, which will be allocated US$1,533,415. This funding will be used to provide incentives to beneficiaries, as well as to purchase materials, furniture, and computer equipment necessary for the program’s activities.

The purpose of this initiative is to provide better conditions for people with limited access to the labor market to develop entrepreneurial ventures and strengthen their productive capacities, through direct support and tools that facilitate the launch or consolidation of their projects.
Most of the approved resources, US$4,549,330, will be allocated to the Employability Promotion and Improved Access to Wage Employment program. These funds will finance training at specialized centers, youth training through the National Institute for Training and Development, as well as stipends and subsidies for those participating in the training programs.

Furthermore, US$1,147,570 will be used to strengthen the institutional component of the program. This funding will allow for hiring consultants to develop the ALDEA Information Management System and its cloud storage, reinforcing the project’s implementing unit, and acquiring computer equipment to improve its operation.
With this allocation, the Government seeks to broaden the reach of policies aimed at promoting employment, fostering entrepreneurship, and strengthening the capabilities of vulnerable individuals, facilitating their integration into economic and productive activities through training programs, technical support, and incentives.
