The Fondo de Conservación Vial (FOVIAL) projects allocating US$161 million to investment projects during 2027, including maintenance of paved and unpaved roads, signage, road safety, and infrastructure works, among them the construction and reconstruction of bridges in various parts of El Salvador.
The distribution of resources was presented by FOVIAL’s executive director, Alexander Beltrán, to the Finance Committee of the Legislative Assembly, as part of the review of the 2027 General State Budget Bill. The official explained that the institution will have a total allocation of US$378.55 million, of which US$200.62 million corresponds to servicing the institutional debt and US$16.94 million to operating expenses. The remaining US$161 million will be allocated to investment.
How will FOVIAL’s investment be distributed?
According to the plan, 146 contracts related to road maintenance and construction will be executed: 120 for construction and 26 for supervision. Of the investment funds, US$90.13 million will be used for the maintenance of paved roads and US$34.87 million for unpaved roads. In addition, US$9 million will be allocated to the maintenance of roads and drainage systems, US$6 million to road signage and safety, US$16 million to the maintenance of bridges and overpasses, US$4 million for additional maintenance investments, and US$1 million for the acquisition of land and rights-of-way.
With these funds, the institution plans to address the 7,256.57 kilometers that make up the national road network under its responsibility. Of this length, 4,556.57 kilometers correspond to paved roads and 2,700 kilometers to unpaved roads, which also require periodic maintenance to maintain their usable condition. The executive director emphasized that these actions complement the work of the Ministry of Public Works and the Municipal Works Department.
Bridges and road works planned for 2027
Among the infrastructure projects planned are the construction and reconstruction of bridges in various departments. In San Miguel, work is planned on the Miraflores, Huiscoyol, El Zarzal, and El Quebradón bridges, located on the Pan-American Highway. Work will also be carried out on the Los Mangos and El Bambú bridges in Jiquilisco, Usulután, on the Coastal Highway. These projects also include the bridge over the Sucio River, located between San Pablo Tacachico, La Libertad, and El Paisnal, San Salvador.
Another planned project is the stabilization of slopes on the Pan-American Highway, on the section connecting San Martín, San Salvador, with Cojutepeque, Cuscatlán. These projects aim to reduce the risk of landslides and rockfalls that could disrupt traffic and endanger drivers. Additionally, improvements are planned for a road intersection on Aldea San Antonio in the district of Santa Ana.
During his presentation to the legislators, the head of FOVIAL emphasized the importance of coordinating efforts with other institutions to address the country’s infrastructure needs. “We are joining forces with the Ministry of Public Works and the Municipal Works Department, and together we are complementing our efforts to improve the country’s various transportation routes”, he said.
The budget allocation will allow FOVIAL to carry out road conservation, maintenance, and infrastructure construction projects throughout 2027, with the goal of improving connectivity and safety conditions for road users. However, these funds are part of the 2027 General State Budget, which is still under review by the Legislative Assembly.
