The Legislative Assembly approved, with 57 votes, an amendment to the 2026 Budget Law to incorporate an additional US$15 million for the Ministerio de Obras Públicas y de Transporte (MOPT), with the goal of ensuring the continuity of public investment projects during the final months of the year.
These resources will allow the institution to continue executing strategic projects related to the development of the country’s productive, economic, and educational infrastructure. According to the approved proposal, the funds will be used to sustain the work and initiatives that are part of the ministry’s public investment plans.
The additional funding comes from tax revenues that exceeded projections through october 2026, because of higher-than-expected actual tax collection. This means the funds do not represent a new source of financing, but rather additional resources secured by the State through its fiscal revenues.
Of the US$15 million added to the MOPT budget, US$5 million comes from surplus income tax (ISR) collections, while the remaining US$10 million is derived from the tax on the transfer of movable property and the provision of services (VAT).
During the legislative debate, lawmaker Christian Guevara noted that the functions of the Ministry of Public Works have expanded and now encompass projects that go beyond the construction and maintenance of roads and bridges.
The legislator highlighted that the institution is also involved in the execution of projects such as parks, schools, and Centros Urbanos de Bienestar y Oportunidades (CUBO), noting that its work spans various areas of infrastructure and social development. With this budgetary amendment, MOPT will have an additional allocation of US$15 million to continue developing its projects through the end of 2026. The inclusion of these resources aims to prevent interruptions in public investment and maintain progress on the works planned by the Government.
