
With 58 votes in favor, the Legislative Assembly approved a loan of up to US$135 million from the Central American Bank for Economic Integration (CABEI), intended to finance the first phase of the Road Infrastructure and Urban Mobility Program. This program aims to improve connectivity, reduce traffic congestion, and optimize travel times in strategic areas of the country.
As stated during the 96th plenary session, the funds will allow for the execution of key projects in the district of Nuevo Cuscatlán, in the municipality of La Libertad Este, as well as on road corridors in the San Salvador Metropolitan Area, where the growth of the vehicle fleet has increased pressure on existing infrastructure.
The program includes five areas of intervention. The first project involves widening lanes in Nuevo Cuscatlán, along an approximate stretch of 2.5 kilometers, which will include a central median and bike path, as well as complementary works such as lighting, signage and landscaping, with the aim of organizing traffic and improving road safety.
The second phase will take place in San Salvador and includes widening the overpass on Los Próceres Boulevard, known as the Árbol de la Paz, along with improvements to lighting and signage to facilitate traffic flow at one of the busiest intersections.

The third component of the project includes improvements to “Hermano, bienvenido a casa”, overpass, which will incorporate lighting and the construction of an underpass at the intersection with the Comalapa Highway, approximately 160 meters long, to expedite traffic flow into the metropolitan area.
The fourth phase focuses on drainage works along Los Próceres Boulevard and 49th Avenue South, through the construction of a new stormwater collector. This intervention aims to mitigate flood risks, as the current infrastructure, built several decades ago, no longer meets the area’s current needs.

Finally, the fifth component includes the construction of new overpasses. Among them is one at the intersection of the old road to Huizúcar and Las Amapolas Avenue, with a 284-meter bridge running south-north over the overpass at the Árbol de la Paz monument. Works are also included on Constitución Boulevard and the road to Zacamil, as well as improvements in surrounding areas, including La Gloria. Other areas that will benefit are sections of the Utila roundabout in Santa Tecla.
According to the approved plan, this first phase of the program will reduce operating costs, shorten travel times for residents and businesses, and create favorable conditions for private investment, commerce, and tourism. Representative Dania González stated that the program will help close territorial gaps and strengthen the country’s competitiveness through more efficient and modern road infrastructure.
