The Legislative Assembly approved, with 59 votes, an exchange of notes between El Salvador and Japan that will allow for the continuation of the Proyecto de Becas para el Desarrollo de Recursos Humanos (JDC), a cooperation program that has been providing specialized training opportunities to salvadoran public employees since 2020.
The agreement was signed by representatives of both countries on july 24 and was approved by legislators during the 123rd plenary session. The initiative aims to strengthen the professional and technical capabilities of public sector officials, particularly in areas related to management and administration.
As part of this new phase, the Government of Japan will provide a grant of up to ¥201 million yen, equivalent to approximately $1.26 million. These funds will finance the scholarships and various components related to the academic training of the beneficiaries.
In this edition, six salvadoran public employees will have the opportunity to pursue master’s degree programs at universities in Japan beginning in 2027. The training will allow participants to expand their knowledge and develop new skills that they can later apply in their roles within public institutions.
The Proyecto JDC is part of the cooperation mechanisms between El Salvador and Japan, and one of its main objectives is to contribute to human resource development. By providing academic training to civil servants, the program seeks to build capacities that can lead to improved management of public services and policies.
Since its launch in 2020, the program has helped strengthen educational and technical cooperation between the two nations. The continuation of the project represents a new opportunity for salvadoran civil servants to pursue graduate studies at japanese institutions of higher education.
El Salvador was also the first country in Latin America to receive this type of scholarship from Japan. The initiative is part of the cooperative ties that both countries have developed, which include areas such as education, vocational training, and institutional strengthening.
With the ratification of the agreement, the program will be able to continue starting in 2027 with a new generation of beneficiaries. The six selected officials will have the opportunity to pursue specialized training in Japan and subsequently apply the knowledge they acquire to their duties within the salvadoran public sector.
